A weird one...

A vendor has come to us with a mandated "upgrade" requirement for a mix of their products and tools. We used to have everything 64-bit on System P/AIX. Now they say the "upgrade" requires Oracle 11GR2 (11.2.04) 32-bit - because of a component they are built on for Linux - on Red Hat Enterprise Linux 7.7 64-bit. For the other packages in the same space with the same vendor suite we have RHEL 7.7 with 18c RAC and we planning to update this on the next "upgrade". On an old version of the package we ran down level 64-bit Oracle 11G DBs on 12c RAC and this was fine.

So, can we run 32-bit Oracle 11GR2 on a 64-bit 18c or 19c RAC on RHEL7.7? I know we will have an interesting time getting the OS requirements for 11G and it is out of support - and extended support soon - but we don't have a choice. Having bits of their components 32-bit on 32-bit Oracle DB on a 64-bit OS on a different box with old 32-bit RAC would make things even more "interesting"...

I do not understand most of your post. But I can see that you are thinking of running a 32bit 11.2.0.4 database on 64bit RHEL7. That is not a certified combination, so if you have problems you may not get any support from Uncle Oracle.

Is it possible that you have misunderstood your vendor's requirements? I cannot imagine why they would require their clients to run ancient software on an uncertified platform. Particularly not as a purported upgrade.

@OP: Could you please draw some ASCII art that shows to components in question? Or preferably two one: the current state and after the suggested changes.
